TOPICS DISCUSSED-WAVE 5, LIMITED TERM PAROLE AGENTS, VERI-TRACKS 11, ROTATION POLICY, and ADDITIONAL APPOINTMENT EXEMPTION FOR CORRECTIONAL OFFICER
Wave 5-We have not started negotiation on the upcoming Wave 5. Numerous inquiries have been received with respect to the Over/Under Report and Seniority Scores. To date, those reports have not been shared with PAAC, and it is our understanding they are not currently available. As soon as the Over/Under Report and Seniority Scores are provided by DAPO, the information will be provided to local Regional Representatives for dissemination. From all indications thus far, there will not be a significant impact to BU6-PA I, PA II, or PSA’s.
Limited Term Parole Agents-So far it appears those Agents in Limited Term Positions will remain through the end of the one year term ending in September 2014. We currently have not received notice to negotiate the return of Limited Term Positions beyond September, however it appears there is need for at least the current compliment of Limited Term agents and possibly additional positions moving forward. We will keep you posted as we move forward.
VeriTracks 11-GPS Units statewide will soon get training and a new version of VeriTracks. VeriTracks 11 has been negotiated and there appears to be significant improvements to the program. Should you experience issues with the new software, please share your concerns with your local Board Members, as we have 60 days to review the product and express any concerns before Veri-Tracks 10 becomes unavailable and Veri-Tracks 11 goes live sometime in later part of June 2014.
Rotation Policy-Numerous inquiries have been received, particularly from the Southern Region regarding Management’s decision to utilize a seldom-used Rotation Policy dated December 26, 1996 (Marisela Montes-Deputy Director, P&CSD) and July 20, 2001 (Regina Stephens-Chief Deputy Director (A), respectively. PAAC has filed a grievance regarding this issues as it appears that this directive is being used disparately, punitively and inconsistently statewide.
Additional Appointment Exemption for Correctional Officer Classification-There has been significant interest regarding a Memo issued May 12, 2014, which would allow Parole Agents to hold an additional classification as a Correctional Officer, thus allowing PA I, and PA II (Specialist) to work at institutions as Correctional Officers during off duty hours. Before you knock the dust off your uniforms and get in compliance with grooming standards, be advised there has been no discussion with the administration on this topic and it appears, it may not come to fruition.
